In principle, there are hardly any design restrictions with modern printing processes. The flag can be printed in one color, multiple colors or even with photos, etc. The exact implementation depends on the printing process and flag material. In digital printing, an unlimited number of colors can be displayed. Screen printing is limited to approx. 4-6 colors.
